Note the UN accepts, “two elements of genocide might be deduced from the gross violations of human rights that have been perpetrated by government forces and the militias under their control” but then it says that the ‘intent’ behind the acts are not genocidal but are the acts of a government carrying out a brutal counter-insurgency operation. The lack of evidence to suggest “intent” to commit genocide is, according to this UN report, the only reason the UN is not describing Darfur as genocide. Perhaps now three years on from the report, the large-scale killing of hundreds of thousands of civilian Africans, the displacement of specifically civilian Fur, Masaleit and Zaghawa African tribes that now fill the camps in Darfur and eastern Chad (as documented by the UN and IOM) might suggest the intent to cleanse Darfur of African tribes, especially tribes the government believes are sympathetic to rebel groups.
